How Alabama Vehicle Ad Valorem Tax Works

Alabama taxes motor vehicles as personal property each year. This "ad valorem" (Latin for "according to value") tax is separate from the one-time vehicle sales tax you pay when purchasing a vehicle — it is an ongoing annual charge collected at registration renewal time.

The Formula

Assessed Value = Market Value × Assessment Ratio
Personal passenger vehicles (Class IV): 15% assessment ratio
Commercial / other (Class II): 20% assessment ratio

Ad Valorem Tax = Assessed Value × Millage Rate ÷ 1,000
Example: $25,000 vehicle × 15% = $3,750 assessed value
$3,750 × 40 mills ÷ 1,000 = $150.00 ad valorem tax

Alabama Vehicle Classes

  • Class IV (15%): Private passenger vehicles owned and operated by individuals for personal use. The vast majority of cars, trucks, and SUVs fall here.
  • Class II (20%): Commercial and business vehicles, or any motor vehicle not qualifying as Class I or Class IV.
  • Class I (30%): Vehicles owned by public utilities. Not applicable to most private owners.

Market Value vs. Purchase Price

Alabama uses its own DoR-published value tables — not your actual purchase price — to determine taxable market value. These tables are based on vehicle make, model, year, and body style, and are similar to NADA wholesale values. Your tax may be lower or higher than your purchase price would suggest depending on the vehicle type and age.

EV and Hybrid Surcharges

Alabama added annual surcharges on electric vehicles in 2020 (Act 2019-363) to offset the fuel tax revenue lost from drivers who don't buy gasoline:

  • Battery electric vehicles (BEV): +$200/year
  • Plug-in hybrid (PHEV): +$100/year
  • Standard (non-plug-in) hybrid: no surcharge

Exemptions

The following may qualify for ad valorem tax exemption on one vehicle:

  • Disabled veterans with a 100% service-connected disability rating
  • Former prisoners of war (POW)
  • Government-owned vehicles
  • Certain nonprofit organizations
